NPDES Permit Quality Review

Picture for PQR LandscapeThe National Pollutant Discharge Elimination System (NPDES) Permit Quality Review (PQR) is a process EPA uses to assess whether NPDES permits are developed in a manner that is consistent with applicable requirements in the Clean Water Act (CWA) and environmental regulations. During each PQR, EPA reviews a representative sample of states' NPDES permits and evaluates permit language, fact sheets, calculations, and any supporting documents in the permit files. Through this review mechanism, EPA can promote national consistency and identify successes in implementation of the NPDES program, as well as opportunities for improvement in the development of NPDES permits.
